As I noted above, there are several QuickCam models (out of 27 different models whose names include 'QuickCam') that are listed (on that Logitech driver downloads page I linked) as compatible with OS 9. If you didn't buy the camera new in a sealed package, then the disk you got with it may not belong with it. If you did buy it new, and the disk was sealed inside the package, then Logitech's web site contains misleading information or, as I suggested previously, you've misidentified the camera model. Either way, what you need to do yourself is: 1. Identify the camera model correctly.
Check Logitech's web site for the correct model to see whether an OS X driver is available for it. If you don't find one there, call Logitech. Double-check the model ID, then ask whether the camera can be used in OS X, what driver supports it if so, and where to get that driver. If Logitech can't help you, buy an OS X-compatible camera. Rule 1 for researchers: Go first to the source who is most likely to have the information and/or most motivated to see that you get it. In this case, that source is quite obviously Logitech, not Apple Discussions. Logitech offers no Mac drivers at all for the Messenger, and Mac OS 9 isn't listed as a compatible platform (though it is for several of Logitech's other cameras).
